38 year old Declan Smith can't understand the Police Ombudsman's report on the use of a Taser gun against him.

The Ombudsman's view is that it was justified and proportionate. But the man who was the target of the first use of a Taser stun gun in Northern Ireland disputes that finding. Charges against the Londonderry man were later dropped.
