Scotland's Justice Secretary wants a one-year time bar on compensation payments to criminals forced to "slop out" their prison cell toilets. The Westminister government's promised speedy action to bring us into line with England and Wales, but is it acting quickly enough to prevent the 拢11m bill rising? Or is this what we get for having denied prisoners their fundamental human rights for so long?
