Downing Street refused to allow a government minister to appear on Question Time unless Alastair Campbell was removed from the panel. Were they right to do this?

Downing Street refused to allow a government minister to appear on the ÃÛÑ¿´«Ã½ programme unless Tony Blair's former adviser Alastair Campbell was removed from the panel.
Should the ÃÛÑ¿´«Ã½ have invited a shadow minister to replace Mr Campbell? Or do you support the programme's position?
