The United Nations' refugee agency, UNHCR, is 60 years old this year. It is a cornerstone of international humanitarian assistance, but is it fulfilling its mandate to safeguard the rights and wellbeing of refugees?

From Afghanistan to Sudan to the shores of Europe, UNHCR has taken responsibility for victims of war and conflict. Antonio Guterres has been High Commissioner for Refugees for the last five years.
