In July a fifth of Afghanistan was handed over to the control of Afghan security forces. All western combat troops leave by 2014. Yet the Taliban are getting bolder in their attacks: the first six months of 2011 were the deadliest for Afghan civilians since the war began ten years ago. Does he believe western nations are withdrawing combat troops too soon -risking a return of Taliban control?
