A former head of the diplomatic service says much anti-Semitism is a reaction to the "appalling" Israeli treatment of Palestinians.
But other peers reject Lord Wright's suggestion and say anti-Semitic behaviour is unacceptable irrespective of what is happening in the Middle East.
The House of Lords also considers the need for more beds for people with mental health problems and potential changes to shipping routes due to climate change.
