Donald Trump promised to be a disruptive President. Right now the thing he's disrupting the most is his own White House team. He now has a new Chief of Staff, and a new Director of Communications, but what he seems unable to shift is the sense of a Presidency in crisis; at odds with Republicans in Congress and still dogged by federal investigations of Russia's alleged meddling in last year's election.
