Should cyclists pay road tax and insurance?
Parents of a Buckingham teenager who was killed by a cyclist, are trying to change the law.
Rhiannon Bennett was 17 when she was killed in 2007.
The cyclist was subsequently charged with 'dangerous cycling', and fined 拢2,200 but under the charge there was no penalty of imprisonment.
