Government and public health from 1875 to 1906
Original footage and primary documents explain how the public health reforms of the latter 1800s did not solve the nation's problems because they did not tackle disease and poverty directly. Workers became increasingly organised to campaign for improvements, as did the armed forces, who wanted recruits who were fit for service to protect the Empire. This led to the Liberal reforms, recognising that poverty was not the fault of poor people.
The daily life of the poor and its impact on death rates are examined.
