A majority of people in England think a 5p charge should be introduced on plastic bags. The survey for the "Break the Bag Habit" campaign found that 75% agreed with a charge to cut litter and waste. The Welsh government introduced a 5p charge on plastic bags a year ago. Ministers there say habits have now changed and people are now affront when offered a free bag in England.
