Meningitis Now says despite it being approved two years ago, quibbles over cost between the Department of Health and the drugs manufacturer have delayed it's introduction.
The disease is fatal in one in ten cases - and about a quarter of those who survive are left with long-term problems.
The Department of Health says it wants to see this programme introduced as soon as possible and is continuing its negotiations to agree a cost-effective price.
