EU ministers have approved plans to establish a naval force to combat people-smugglers operating from Libya. The UN has condemned the refusal of South-East Asian countries to rescue thousands of migrants adrift at sea. Egypt's security forces have been accused by a human rights group of using sexual violence against detainees on a massive scale.
