It's all about the massive fall-out if Stormont can't agree on welfare reform. Tuesday is the deadline for that. This memo - we're calling it the doomsday document - paints a nightmare scenario of a senior civil servant imposing a budget with a £2.8 billion shortfall. What would that mean?
