Has the integrity of Britain's upper house of parliament been damaged? "Members should act always on their personal honour", says the man responsible for drafting a recent code of conduct for Britain's House of Lords. The same man, Lord John Sewel, has resigned after a British newspaper published a video of him apparently taking cocaine with prostitutes.
