US abandons programme to train Syrian rebels
US Defense Secretary Ashton Carter announces the end of a $500-million plan to train and equip 15,000 Syrian rebels to fight so-called Islamic State. It emerged last month that only four or five of the fighters were ready for the battlefield. Dan De Luce of Foreign Policy magazine said abandoning this programme was a public admission of failure by Washington.
