David Anderson: 'This is a four star bill'
Over the summer the independent reviewer of terrorism legislation, David Anderson, told PM that the Investigatory Powers Bill should strip the home secretary of the power to issue interception warrants, and that a judge should have that authority instead.
After Theresa May presented the draft bill to the House of Commons today, David Anderson discusses the proposals.
