Nigeria's president plans big spending drive; London judge rules on Rwandan defendants.

In his first budget since coming to power, Nigeria's president has announced a big increase in spending, despite falling oil revenues.

A judge in London has ruled that five Rwandan men accused of taking part in the 1994 genocide should not be extradited to face trial in their home country.
