Grayling 'would not have made' prison reform speech
Former Justice Secretary Chris Grayling "would not have made" David Cameron's speech on prison reforms, said Grayling's predecessor Ken Clarke.
Six "reform prisons" are to be created in England and Wales as part of a pilot to tackle high levels of violence and re-offending, David Cameron has said.
