A civil liberties group is concerned about the use, by councils, of public space protection orders (PSPOs) to ban activities judged to have 鈥渁 detrimental effect on the quality of life for those in the locality鈥�, since they came into force in October 2014.

"In Kettering it's illegal to go out after 11 at night if you are under 18. In Hillingdon you cannot gather in groups of two or more unless you're waiting at a designated bus stop," said Josie Appleton, director of the Manifesto Club.

Simon Blackburn, chair of the Local Government Association's Safer Stronger Communities board defended the measures saying they are used to address anti-social behaviour in public.
