Pakistan's border with Afghanistan is becoming increasingly dangerous. In some parts of Pakistan tribal laws are used to govern, with the result that military forces fight with militants for control. Owen Bennett-Jones travels to one of the semi autonomous areas, the Khyber agency, to find out what the security situation is like.
