The Mayor of Bedford, David Hodgson has laid the last bit of cement on top of the new Riverside development in the centre of the town.
A Topping Out ceremony was held to mark the 拢36m build reaching its structural height.
The development will house a cinema, hotel, restaurants and flats.
It should be completed by 2017.
