IOC doping decision - 'It's a significant blow to the rights of clean athletes'
The International Olympic Committee has decided not to ban all Russian competitors from the Rio Games even though an investigation found that Russia had carried out a state-sponsored doping programme over four years. The CEO of the United States Anti-Doping Agency, Travis T Tygart, told Newshour that the decision was a 'devastating blow' to all clean athletes at the Garmes.
