'Brexit vote a warning to EU'
Raül Romeva's appointment as minister for foreign affairs for the Spanish region of Catalonia raised concerns in the the capital Madrid. A supreme court ruling forced his ministry to change its title and his powers are limited compared to foreign ministers of independent states. Despite its support for referendums and push for independence, Mr Romeva says the Catalan government remains firmly pro-European .
