Chancellor Philip Hammond has announced increases in the rate of National Insurance paid by self-employed workers.

Conservative MP, Jacob Rees-Mogg told Eddie Mair that given that self-employment had helped to keep unemployment "very low", he was concerned that the tax rise could "reduce the flexibility" that was so beneficial to the UK economy.

The Conservative manifesto in 2015 promised not to raise National Insurance contributions.

Mr Rees-Mogg said it was "very hard to see" how this announcement squared with the precise wording of the manifesto, which was "absolutely clear".
