Are the armed forces facing a £10bn shortfall?

According to the Times the armed forces' costs are so high they face a £10bn shortfall

Costs in the armed forces are running so high that according to the Times newspaper they face a £10bn shortfall.

Chris Parry, former NATO commander and a former director general in the Ministry of Defence, agrees with those allegations. He says it's an inevitable consequence of what he calls the "creative accounting" of the previous administration.

The Defence Secretary Sir Michael Fallon says the MoD has already commit to £1bn in savings a year and refused to be drawn on whether the size of the Royal Marines would be cut in order to achieve efficiency savings.
