The prime minister was unable to say how many pensioners would keep their winter fuel payments after a review.

The money is set to be means tested, but Theresa May said the level would be set after consultations with people, charities and organisations.

Speaking to Andrew Neil, she said: 鈥淲hat we are doing is going to ensure the least well-off pensioners will have their winter fuel payments protected, but yes we will consult.鈥�
