The National Infrastructure Commission is calling for a new partnership between Whitehall and local councils to deliver one million new homes across Oxford, Milton Keynes, Bedford, Northampton and Cambridge by 2050.
The commission’s chairman, Lord Adonis, believes the plan, which includes new fundraising rules, could add £160bn to the national economy.
