Will donor rule change mean more transplants?
Professor John Fabre, a former president of the British Transplantation Society, thinks a system of 'presumed consent' "won't increase donor numbers in the way we all want".
"Once the state starts relieving you of your obligations, you should begin to be concerned," he said.
A consultation on the new system, which would see opting out of organ donation replacing opting in, is underway.
