Many small island communities struggle to retain their residents, but the Scottish island of Papa Westray is managing to attract new incomers. In the last census in 2011, the population of this tiny Orkney island was recorded as 90 - but that's a 38% increase since 2001. Sybil Ruscoe asks what its secret is.
