William Hague: War powers act not viable
Former Foreign Secretary William Hague has said a war powers act would not be compatible with the safety of the armed forces and "maximum security of the country".
He told the Today programme: "There are circumstances where a pre-emptive attack is necessary to defend the country."
In 2011 he said: "We will enshrine in law the necessity of consulting Parliament on military action".
