Is India failing to deal with Hindu extremists?

In recent years India has seen the rise of so-called 'cow vigilantism' - attacks on religious minorities, often Muslim, aimed at protecting cows, which Hindus consider sacred. Prime Minister Modi has been accused of not doing enough to prevent hate crimes against India's minority populations.
