The government’s lockdown rules are easing on 4 July in England to allow pubs, restaurants, hotels and hairdressers to open.

Boris Johnson said people should remain 2m apart where possible but a "one metre plus" rule would be introduced.

The prime minister emphasised personal responsibility and the use of common sense, but who enforces this new advice if it’s not backed by legislation?
