Will HS2 ever reach the north of England?

Could HS2 be the runaway train project whose budget grew and grew but hit the buffers in the Midlands never to reach Leeds or Manchester?

Newsnight has learned that some figures at the top of government have new doubts about the projects, amid questions over whether the entire line will ever be built.

Even if it does reach the north, the potential total cost for the project is £106bn.

According to a report by the Institute for Government, the accelerated shift to electric vehicles blows a hole in the environmental case for the super rail.
