'I saw the water level going up - it rose by one metre early in the morning'
People are being evacuated from the Ukrainian city of Kherson, where flood waters have been rising steadily since the destruction of the Russian-controlled Nova Kakhovka dam. The city sits on the west bank of the river Dnipro, with Russian occupation forces gathered on the opposite side. A resident of Kherson, Alexsiy Sandakov, said he'd seen the waters rising all morning.
