Minister's surprise at Michael Matheson's resignation

A Scottish government minister has reacted with surprise upon hearing that Health Secretary Michael Matheson has resigned.
Minister for Independence Jamie Hepburn said "I was unaware of it until you told me".
Michael Matheson had apologised to MSPs over an 拢11,000 bill on his government iPad, run up when his sons were watching football.
