Speedwatch volunteers clock thousands of people every year breaking the speed limit on Norfolk鈥檚 roads. Because they鈥檙e volunteers, the information they gather can鈥檛 be used to prosecute drivers. But one of our MPs wonders if that should change. Andrew Sinclair reports.
