Can city centre sky scrapers fund affordable homes?
Local people are mounting a legal challenge against plans for a student tower block close to Manchester city centre.
Manchester has a target to build 36,000 new homes in the city by 2032.
The council want 10,000 of them to be affordable, with around 3000 in the city centre.
To help it achieve that, the council will allow luxury city-centre skyscrapers to go ahead with no affordable housing.
