Double Jeopardy killer: ‘Not safe for open prison’
William ‘Billy’ Dunlop was jailed for the 1989 murder of Julie Hogg in Billingham.
Julie’s mother Ann Ming successfully campaigned to change the double-jeopardy law, so he could be retried for her murder and eventually jailed for life.
Ann shares her thoughts of the Parole Board’s recommendations that he be moved.
