More than three-quarters of pensioners will get the winter fuel payment this year after Chancellor Rachel Reeves confirmed a U-turn.
Millions with an annual income of 拢35,000 or less will now be eligible.
The Conservatives and the SNP have said the Chancellor should apologise for her original decision.
Rachel Reeves said the government had "listened to people's concerns".
