Almost 64,000 expatriates living on the continent claimed winter fuel payments last year, a rise of nearly 14 per cent. Many of the pensioners eligible for this non-means tested allowance live in countries with much warmer climates such as Spain. So as the UK recession rumbles on, are such payments justified?
