Councils guarantee the bulk of their deposits, the buyers have to find just five per cent of the mortgage. The councils involved say there are no strings attached and it is helping to stimulate the local economy. It is three years since Todmorden, on the border of Lancashire and West Yorkshire, announced its aim to become the first town in the country to be self sufficient in food.
