The cost of insurance in areas which are regularly flooded can be prohibitively high, with some people finding they can't afford to get the cover they need. The government has been working with the insurance industry to resolve the problem, but so far there has been no agreement. There is little censorship of films and videos on the internet, but could film-makers themselves be effective at certifying their own work?
