The former head of the British Army says Ebola is a bigger threat to the world than Islamic State and requires urgent financial attention. General Sir David Richards said the people who allowed the virus to "fester" should be "hanging their heads in shame" and a "Marshall Plan scale of generosity" was now needed to tackle the problem.
