A man whose property is infested with Japanese knotweed says plans to fine homeowners who fail to control it are "very unfair". ÃÛÑ¿´«Ã½owners could be fined up to £2,500 or even face criminal prosecution under new anti-social behaviour laws. Steve Goodinson was refused a mortgage because of the infestation, which began after the weeds spread from railway land adjacent to his property. He has since been quoted £10,000 to remove the plants, but fears the plants may return. "You're firefighting and it's a battle you cannot win," he said.
