The shattered economies of East Timor and Somalia and what is being done to help them. Unemployment in East Timor is running at 80 per cent but only $US 20 million of the $US 500 million aid promised by the international community has been used. The country had no legal framework or infrastructure following its war of independence. In Somalia, relief attempts are also hampered by lack of infrastructure.
