Is it fair to force Greggs and small cafes to install toilets?

Jeremy Vine

Available for over a year

The ruling could potentially spell trouble for small cafes who can't afford the cost of installing a toilet, but family-run coffee shop owner Helena says she wishes her local council would enforce a similar ruling in her town.
