There will be an average increase of 2.3% for rail fares across the country next year. Train companies may only increase regulated fares by as much as the rate of inflation, but they may increase unregulated fares by as much as they see fit. Peter White talks to railway correspondent Tony Miles about the difference between the two and why there is a drive to shift more of the burden of the cost of the railways towards passengers and away from the taxpayer.
