He was at the heart of government in the 1970s, latterly as head of the policy unit in Harold Wilson's 10 Downing St. Bernard, now Lord, Donoughue , served under Wilson's successor , James Callaghan, and also had a junior ministerial appointment when Labour came back to government in 1997.
