Environmental campaigner Jonathan Porritt on an idea proposed by the oil industry for a worldwide tax of 40 dollars on each tonne of carbon dioxide produced. The money would then be returned to taxpayers as a "climate dividend". The proposal also says companies which emit greenhouse gases should be protected from lawsuits over their contribution to climate change.
