After a year in suspension, it looked as if a done deal earlier in the week would bring devolved government back to Northern Ireland. A draft deal had been agreed but then the DUP announced that there, after all, there was no deal and it was back to a political stand-off with Sinn Fein. In this week's Reporter's Notebook the Belfast journalist, Malachi O'Doherty considers the implications for a devolved government which is doing little governing.
